Caribbean Caribbean Trinidad and Tobago is banning online and land based games and has already banned casino manufacturers with almost immediate impact after Prime Minister Patrick Manning said they encouraged vice. Mr Manning said at his latest draft budget that gaming is a big concern for the country. He announced that he would also cancel the Republics national lottery and declared that gaming machines and casinos were illegal with immediate effect.
It appears that Manning, unlike the United States, has no intention of supporting land based gaming activities, especially the state lottery, which in many countries is the source of billions of dollars worth of revenues each year to support the building and renovation of schools and other necessary government spending . Countries like the United States and Germany could not afford to finance many government spending in the interests of their citizens without their state lotteries for income.
In the United States, state lotteries in 38 states support the funding of new schools, institutional and educational expenses, and in Germany, the million euro state lotteries mostly finance the countrys military spending. These are just a few examples.
No deadline for implemetation was given for the Internet and online game ban from Manning. This development, which has surprised many in the country, comes only one week after the United States adopted legislation to ban US based players and players using credit cards, checks and electronic transactions to pay and play online games based primarily outside the United States.

Mrs. Manning, Minister of Education in Trinidad and Tobago and the Prime Minister Mr Manning, wife does not seem to have attempted to have influenced the Prime Minister in his decision to stop the state subsidy, rather than targeting the countrys own educational and institutional funding purposes. Trinidad and Tobago has apparently just recently opened a new university in Trinidad and Tobago UTT that could have done well than adequate use of the states lottery funds.
However, in further investigation of Trinidad & Tobagos state lottery system, it was not clear that the state subsidy supported all public funds that are typical in most countries that run state lotteries as a means of revenue. In countries where state lotteries are considered meaningful revenue, citizens are given the democratic right to play, albeit only to support state institutions. In essence, vice is transformed into the good. Through such methods, players are free to engage in a vice at their own risk while supporting state funding for much needed education and state building.
